How would you factor in the cost of neighborhood meetings and city council reelections as a) part of the cost of land and b) cost associated with delays, c) cost associated with deterioration of existing building (s) while waiting for approvals? Everyone has a story of how either the neighborhood association or the Seller's hedge fund held things up for preservation of the original plan or to get "the right price."
